California Driver’s License & ID Card Guide
How to Obtain a California Driver’s License or ID
Use this guide to apply for a California driver’s license or state ID card, prepare for your DMV tests, and get around with the VTA Eco Pass.

Do You Need a California Driver’s License?
If you plan to drive a car in the United States, you are required to have a California driver’s license. You may also use your driver’s license as a legal form of ID in many public places.
International Driving Permits Are Not Accepted
The State of California does not recognize an International Driving Permit or an international driver’s license as a valid form of driver’s license.
Apply at the California DMV (opens in a new tab)Did You Know?
San José City College international students are eligible for California identification (ID) cards.
If you have or are eligible for a Social Security number (SSN), you must provide the number on your application for an ID card or driver’s license.
Exception to the SSN requirement: If you are legally present in the U.S. (for example, on an F-1 visa) but are ineligible for an SSN, you are exempt from the SSN requirement.
You must still provide at least two acceptable birth date/legal presence documents for any driver’s license or ID card application or provide a valid SSN.

VTA Eco Pass
All registered SJCC students are eligible for a personalized VTA Eco Pass Clipper Card (Eco Pass). The Eco Pass gives students affordable access to public transportation on the VTA bus and light rail systems. SJCC student ID cards are separate from the Eco Pass. Both cards are available at the Welcome Center in the Robert N. Chang Student Center.

Read step-by-step instructions on how to apply for your California driver’s license.
Study for the driver’s knowledge test. Study materials are available on the DMV website and include:
- The California Driver Handbook (opens in a new tab) (available in multiple languages)
- Sample tests
- Road sign flashcards
Make an appointment before visiting a DMV office. Appointments can be made online through the DMV driver’s license and ID card application page (opens in a new tab) or by calling 800-777-0133.
Go to the “START HERE” window, identified by a sign. You will need to complete a Driver License or Identification Card Application (DL 44) form.
Prepare the following documents:
- Valid passport
- I-94 Arrival/Departure Record
- I-20
- Two residency documents (lease, utility bill, or letters from the college) showing your name and address
- Any driver’s license or permit previously issued by any state (if applicable)
Reminder: The DMV requires that you present original documents.
- Provide all of the documents listed in Step 2.
- The representative will scan your fingerprint.
- An application fee (and any other applicable fees) will be collected.
- The representative will test your vision. Bring your corrective lenses if you need them.
- Your photo will be taken.
The test may be taken on a computer (touchscreen testing) or, in certain cases, on paper or by audio. Knowledge tests are available in multiple languages. Once you complete the test, follow the directions provided by the representative.
Didn’t pass? Don’t worry. You can repeat this step. Before retesting, study the California Driver Handbook (opens in a new tab). Provisional applicants must wait one week before retesting. If you do not pass the knowledge test after three attempts, you will need to begin the application process again (go to Step 1).
Passed your knowledge test? Congratulations!
After you pass the knowledge test, return to the window to receive your licensing document. You will be issued a driver’s permit. Read your permit carefully to make sure you understand the restrictions that apply.
Note: You may not drive unless you have a valid document in your possession that authorizes you to drive.
Even if you have driven before, it is a good idea to practice driving before making a driving test appointment.
Behind-the-wheel driving tests are available by appointment only. Once you are ready, you can schedule an appointment online through the California DMV website (opens in a new tab) or by calling 800-777-0133.
On the day of your driving test, arrive 10–15 minutes early with an accompanying licensed driver as described in your permit’s restrictions. Go to the “START HERE” window or a designated check-in counter.
You will need:
- Current proof of registration for the vehicle
- Current proof of insurance for the vehicle
- The permit that was issued to you
- Any driver’s license or permit previously issued by any state or country (if applicable)
No one except the examiner is allowed to accompany you during the driving test.
Your driving test begins with a vehicle safety check. This pre-drive inspection demonstrates that you are familiar with your vehicle and that your vehicle meets the DMV’s minimum safety requirements.
Didn’t pass? Don’t worry. You can make an appointment to repeat this step. Provisional applicants must wait two weeks before retesting. Check the DMV website for retest fees. If you do not pass the driving test after three attempts, you will need to begin the application process again (go to Step 1).
Passed? Congratulations!
After successfully completing the testing process, you may be issued an interim or temporary license.
- An interim license is a paper driver’s license issued to you while your permanent card is being processed.
- A temporary license is a paper driver’s license issued because your application is incomplete and pending additional information or requirements.
An interim or temporary license may be valid for up to 60 days. You may drive without an accompanying driver until it expires.
If you do not receive your driver’s license card within 60 days, call 800-777-0133.
